Halfway Through the Ocean Decade: What Have We Achieved, and What Is Still Missing?

Recent global assessments reinforce this urgency. The UNESCO Global Ocean Science Report – Investing in Sustainable Ocean Solutions highlights both the importance of ocean science and the persistent lack of investment. At the same time, the UN World Ocean Assessment warns that marine ecosystems are under increasing stress from climate change, pollution, and overexploitation. These findings make it clear: the ocean is changing rapidly, and our response must keep pace.

The Ocean Decade at the Midpoint

Having come halfway through the United Nations Decade of Ocean Science for Sustainable Development, also known as the Ocean Decade. The goal is ambitious: to generate “the science we need for the ocean we want.” Five years in, there has been real progress. But the gaps are still too large to ignore.

Growth in Ocean Science

One clear achievement is the growth of ocean science itself. Ocean science publications have doubled in the last 15 years. This means more knowledge is being produced about marine ecosystems, climate change, fisheries, pollution, biodiversity, and coastal risks.

The scientific community has also become more inclusive. Women now make up more than 40% of the ocean science workforce, an important step toward broader representation in marine research. Reports such as UNESCO’s Global Ocean Science Report emphasize that diversity strengthens scientific innovation and improves the relevance of research outcomes.

Strengthening Global Collaboration

International collaboration has also improved. More than 80% of countries now generate ocean science together. This is especially important for developing nations, many of which are highly dependent on the ocean but do not always have equal access to research infrastructure, funding, or advanced technology.

Shared science allows countries to pool expertise, data, and resources. In ocean protection, no country can work alone because the ocean itself has no borders. Global initiatives under the Ocean Decade and programs supported by organizations like the Intergovernmental Oceanographic Commission (IOC-UNESCO) are helping to strengthen these partnerships.

Rising Philanthropic Support

Funding from philanthropy has also increased. Philanthropic support for ocean science has almost tripled, rising from US$0.5 billion in 2010–2014 to about US$1.2 billion in 2023–2024. This reflects growing recognition from private foundations and donors that ocean science is essential for climate action, biodiversity protection, and sustainable development.

Major contributors include organizations such as the Bloomberg Philanthropies, which has invested heavily in ocean conservation and marine protection initiatives; the Gordon and Betty Moore Foundation, which supports marine science and ecosystem research; and the Schmidt Ocean Institute, which funds oceanographic expeditions and provides access to advanced research vessels. Other important contributors include the Packard Foundation, the Walton Family Foundation, and the Minderoo Foundation, all of which support marine conservation, fisheries management, and ocean research projects around the world.

The Funding Gap

But progress does not mean the job is done. The biggest gap remains funding. Ocean science is still underfunded compared with its importance to life on Earth. Less than 1% of national research budgets is not enough for a system that supports climate stability, food security, and global economies.

Scientific reports consistently highlight this imbalance. The Global Ocean Science Report stresses that without sustained and increased investment, countries will struggle to meet the goals of the Ocean Decade and the Sustainable Development Goals, particularly SDG 14 (Life Below Water).

Unequal Access to Technology

Access to technology is another major weakness. Just ten countries operate around two-thirds of the world’s research vessels. This creates an unequal system where many countries, especially small island states and developing coastal nations, cannot easily collect the ocean data they need.

This lack of data limits our understanding of critical issues such as coral reef decline, ocean warming, and coastal vulnerability. Reports from UNESCO and other scientific bodies repeatedly point to the need for more equitable access to ocean observation systems.Access to technology is another major weakness. The Challenge of Implementation

This matters because the Ocean Decade depends on action, not just ambition. At the halfway point, only 28% of endorsed Ocean Decade Actions are fully funded. That means many approved projects exist on paper but lack the resources needed to deliver real impact.

This is a serious problem. A decade of ocean science cannot succeed if most of its actions are only partially supported. Scientific findings already show accelerating ocean change, including rising sea levels, increasing ocean temperatures, and declining biodiversity. Without fully funded initiatives, the gap between knowledge and action will continue to grow.

What is achieved, and what needs to be done

So what have we achieved? We have more ocean science, more publications, more women in the field, stronger international collaboration, and growing philanthropic investment. Global reports confirm that awareness of ocean issues is increasing and that scientific capacity is expanding.

What are the gaps? National funding is still too low. Research infrastructure is concentrated in too few countries. Developing nations still face unequal access to technology. Many Ocean Decade Actions remain unfunded.

At the same time, scientific assessments warn that the ocean is changing faster than our ability to monitor, understand, and protect it. Climate change, pollution, and biodiversity loss are accelerating, and current efforts are not yet sufficient to reverse these trends.

The Next Five Years

The next five years are critical. The first half of the Ocean Decade has shown that progress is possible. The second half must focus on turning knowledge into action, promises into funding, and collaboration into fair access for all countries.

This will require stronger political commitment, increased investment, and continued reliance on scientific evidence from global reports and monitoring systems.

The ocean gives us life. Now ocean science needs the support to protect it.
