Plastic pollution has become one of the defining environmental challenges of the 21st century. Every year, millions of tonnes of plastic waste enter rivers and oceans, threatening marine biodiversity, fisheries, coastal livelihoods, and human health. Since most marine litter originates on land, preventing waste from reaching waterways has become a global priority.
Recognizing this shared challenge, India and Norway launched the India–Norway Marine Pollution Initiative (INMPI) in 2019 as part of the broader India–Norway Ocean Dialogue and the bilateral Task Force on the Blue Economy for Sustainable Development. The initiative demonstrates how international collaboration can combine scientific research, policy development, community engagement, and innovation to tackle one of the world’s fastest-growing environmental crises.
From Ocean Diplomacy to Local Action
The partnership goes beyond cleaning beaches. Its objective is to reduce marine litter by addressing the problem at its source through better waste management, circular economy practices, scientific monitoring, and policy reforms.
The initiative brings together governments, research institutions, municipalities, civil society organizations, and the private sector. By combining Norwegian expertise in environmental governance with India’s scale and innovation, the programme seeks practical solutions that can be replicated across regions.
Tackling Plastic Before It Reaches the Sea
One of the initiative’s key principles is that marine pollution begins far upstream. Plastic waste leaking into rivers eventually reaches coastal ecosystems, making inland cities just as important as coastal communities.
Projects supported under the initiative have focused on:
- Improving municipal solid waste management
- Reducing plastic leakage into rivers
- Strengthening recycling and circular economy systems
- Building scientific databases on plastic pollution
- Supporting evidence-based environmental policies
- Raising public awareness through community participation and education
Scientific Research Driving Better Policies
Research forms a central pillar of the partnership.
The INOPOL (India–Norway Cooperation Project on Capacity Building for Reducing Plastic and Chemical Pollution) investigated plastic pollution and hazardous chemicals in the Tapi and Daman Ganga river basins in Gujarat. Scientists monitored microplastics, persistent organic pollutants (POPs), and waste pathways while studying the important role played by informal waste workers.
The findings highlighted how rainfall transports large quantities of plastic into rivers and eventually the Arabian Sea. The project also recommended stronger monitoring systems, improved waste governance, and better integration of informal recyclers into India’s waste management sector.
Circular Economy in Practice
Instead of treating plastic as waste, the initiative promotes a circular economy where materials remain in productive use for as long as possible.
Pilot projects have explored:
- Better segregation of municipal waste
- Recovery of industrial plastic waste
- Recycling innovations
- Waste-to-resource technologies
- Reduced dependence on landfills
Cities including Agra have demonstrated how improving waste circularity can reduce plastic leakage into the Yamuna River while creating opportunities for sustainable urban waste management.
Building Communities That Care
Technology alone cannot solve marine pollution. Behavioural change is equally important.
The initiative supports public awareness campaigns, educational programmes, clean-up activities, and partnerships with local organizations that encourage citizens to reduce plastic consumption and improve waste disposal practices.
Another important focus has been behaviour change. In Mumbai, awareness work led by the Afroz Shah Foundation has highlighted the role of citizens, schools, communities, and local groups in reducing marine litter. Clean oceans cannot be achieved by policy alone; public participation is essential.
Looking Ahead
The India–Norway Marine Pollution Initiative continues to expand through new collaborations on marine spatial planning, ecosystem accounting, circular economy research, and integrated ocean management. Norway has also committed continued financial support for multiple ocean-related cooperation projects under the bilateral dialogue in 2025.
As negotiations continue toward a global treaty on plastic pollution, partnerships like INMPI offer practical lessons for countries seeking scalable, science-based solutions. By connecting policy, research, innovation, and public participation, India and Norway are demonstrating that marine pollution can be addressed long before plastic reaches the sea.
A Shared Responsibility
Healthy oceans sustain biodiversity, regulate the climate, support food security, and provide livelihoods for millions of people. Protecting them requires cooperation that crosses borders.
The India–Norway Marine Pollution Initiative illustrates how international partnerships can transform environmental challenges into opportunities for innovation and sustainable development. Its greatest achievement may not simply be reducing plastic pollution—it is building a model of collaboration that other nations can adapt in the global effort to keep our oceans clean for future generations.
